Technical Assistance Request

To build capacity for performance management, quality improvement, and the ability to meet national accreditation standards, the Michigan Department of Health and Human Services (MDHHS) and the Michigan Public Health Institute (MPHI) are providing targeted, customized technical assistance (TA) and consultation to public health agencies. This TA and consultation is provided at no cost to local and tribal public health agencies in Michigan and will be tailored to meet specific agency needs. Interested agencies can request TA through the application process detailed below. Selected agencies will be provided access to subject matter experts at MDHHS and MPHI to work on a short-term project addressing a capacity-building need related to accreditation readiness, performance management, and/or quality improvement.

Public health agencies are encouraged to request TA and/or consultation for the following:

  • Input, guidance, or consultation on the process or a particular part of the process used to create PHAB requirements (i.e. Community Health Assessment, Community Health Improvement Plan, Strategic Plan, Workforce Development Plan, Quality Improvement Policy/Plan, Performance Management System, or others);
  • Review of PHAB requirements or other documentation against PHAB Standards and Measures (please note, our review does not guarantee the document will be approved by PHAB reviewers);
  • Consultation on the development of objectives, measures, and strategies for PHAB requirements (i.e. performance measures for a performance management system, SMART objectives for a Community Health Improvement Plan, etc.);
  • Building capacity to participate in the Quality Improvement Supplement to Michigan’s Local Public Health Accreditation Program, that is now closely aligned with PHAB Domain 9;
  • Input, guidance, or consultation on the process or a particular part of the process used to meet MPRs and Indicators related to Cross-Sector/Non-Traditional Partnership, Workforce Development, or program-level Quality Improvement proposed for the Michigan Local Public Health Accreditation Program starting with Cycle 8;
  • Consultation on quality improvement activities (i.e. assistance with working through a particular part of a quality improvement project, determining the best quality improvement tool to use, determining how to use a quality improvement tool, etc.); and/or
  • Input, guidance, or consultation on the process or a particular part of the process used to meet requirements for PHAB reaccreditation.
  • Other performance management, quality improvement, and accreditation readiness activities for which your agency could use TA and consultation

Technical Assistance Available

Technical assistance will be offered on a rolling basis to best meet the needed timeframes of applying agencies. A total of 300 hours will be available for request to distribute across all applicants. TA and consultation will be provided on a first-come, first-served basis for eligible requests, until all hours are accounted for.

Agency Requirements

Once selected, all recipients will be required to:

  • Complete Embracing Quality in Public Health: A Practitioner’s Performance Management Primer during the timeframe in which TA is provided.
  • Provide a short informal presentation during a call of the Michigan Network of Accreditation Coordinators (MI-NAC) describing the agency’s request, what they learned through the TA provided, and the result of TA activities for their agency.

Methods by which TA will be Provided:

TA and consultation will be provided via email, phone, webinar, etc. Onsite training or facilitating a process for your agency will not be provided.

Additional Information

Agencies receiving technical assistance can expect the following:

  • Kick-off conference call (individual to each applicant agency) to refine the scope of assistance being requested and clarify next steps;
  • Summary work plan document detailing the activities that will be completed, within one week of the kick-off conference call;
  • Check-ins from MPHI at least every two weeks while technical assistance is being provided to ensure needs are being met; and
  • Assistance and deliverables as discussed and described in the summary work plan document.

Application and Submission Process

You will need to answer the following questions online:

  • Agency Contact Information, including: contact name, email, and phone number; and agency name
  • Indicate the topic area (from the list above) where your agency is requesting assistance and/or consultation
  • Time period in which you would like assistance and/or consultation
  • A detailed summary of the work that has already been done on the activity, including:
    • Whether the agency has already begun work on the activity/topic area;
    • Progress to date; and
    • Challenges encountered
  • A detailed summary of the assistance/consultation needed, including:
    • A description of the technical assistance you would like to receive;
    • How you see the assistance supporting the agency’s needs;
    • A description of the end product you would like to see; and
    • Any other information that you feel would be useful
  • An estimate of the number of hours of TA/Consultation you are requesting
